On 21 May 2015, Council resolved to proceed with the beach access stabilisation works. The interim rock wall construction works for Manfred Street, Belongil, has been awarded to Hardings Earthworks at a total cost of $1,225,047 (exc gst).

The total cost was made up of $907,000 in the 2014/15 budget, an additional $60,000 Council meeting and $300,000 from private landholders. Council's $967,000 for the interim works has been allocated from the following Council funds:

  • Beach protection works - $90,000
  • Coastal rectification Works -  $241,500
  • Infrastructure Services 2013/14 carry over reserve - $140,000
  • Infrastructure renewal reserve -  $458,000
  • Employee entitlements reserve- $37,500
  • The land at Manfred Street, where the works are to occur, is a mixture of community and private land.

Private landowners have contributed $300,000 towards the interim works.

The works have been approved under the State Environmental Planning Policy (Infrastructure) 2007 and have required a Review of Environmental Factors (REF). The REF and design can be found below:

Currently in place at the Manfred Street are geobags which were put in place at the end of 2001.

Past Council reports note that the existing geobag structures were only ever intended as an interim short-term measure, but have been in place for over 10 years.  As a result, the geobags are ageing and currently have high maintenance requirements.
